What to do
Genuinely transient. We re-authenticate and retry; you rarely see it.
Transient. Retrying the same document may end up accepted.
Where it shows up
Inside rejection_reasons[] of a document in rejected or reparo, next to the raw SII code and to retriable. Never as an HTTP status.
